Answer: No it's not illegal. Any company can choose who to trade with, or not, as they see fit. The only grounds that could bring their decision not to quote into question is if it could be demonstrated that youare being discriminated against on grounds of race / sex / religion etc, and that your race / sex etc made no material difference to your application and therefore did not provide a reasonable basis for exclusion.

Question: ive tried quinn direct already. im not a woman so i dont want sheelaz wheels or anything. and im 18 was already insured last year but stoped driving now cant find a quate as cheap as the one i had trishthedish i was already insured last year with hibernian last year for 1500
